“Online Library” ត្រូវបានបង្កើតឡើងដោយក្រុមការងារ “Cambodian Overseas Support” ដោយសហការយ៉ាងជិតស្និទ្ធ ជាមួយនិស្សិតកំពុងសិក្សា ឬធ្លាប់សិក្សានៅបរទេស ដូចជាប្រទេស អូស្រ្តាលី និង ណូវែលហ្សេឡង់។ គោលបំណងរបស់ “Online Library” គឺដើម្បី ចូលរួមអភិវឌ្ឍន៍វិស័យអប់រំ និងបង្កើនសម្មត្ថភាពនិសិ្សតកម្ពុជា តាមរយៈការផ្សព្វផ្សាយបន្ត នូវឯកសារនានាដែលបានចងក្រងឡើងដោយនិស្សិតកម្ពុជាក្នុងពេលដែលពួកគេសិក្សានៅបរទេស ភាគច្រើនជាប្រទេសអូស្ត្រាលី និងណូវែលហ្សេឡង់។ ឯកសារទាំងនោះមានដូចជា សារណាបញ្ចប់ការសិក្សា គម្រោងស្រាវជ្រាវ របាយការណ៍ Journal articles, Conference papers, Assignments និងផ្សេងៗទៀត។
